Leaving a stop sign
A vehicle drives through an intersection with no stop signs. A crash occurs when a second vehicle drives through the intersection and collides with the first vehicle.
In the diagram, Vehicle B is proceeding on a roadway with no stop sign. Vehicle A drives past the stop sign and enters the roadway, colliding with Vehicle B.

The rules of the road
A driver proceeding through a roadway must obey stop signs, yield to existing and approaching traffic, and drive forward only when it is safe to do so.
The Vehicle A driver must yield to existing and approaching traffic when leaving a stop sign. Therefore, they would be found 100% responsible.
