Card delivery delays

Due to a software upgrade, customers applying for or renewing their B.C. driver’s licence, B.C. Identification Card or BC Services Card may experience delivery delays between May 27 to early July. We apologize for the inconvenience and appreciate your patience.

Be prepared for your visit

You must be a resident of British Columbia to apply for or hold a B.C. driver's licence. If you are unsure if you qualify as a resident, please contact us.

Before renewing or upgrading your licence, you'll need to pay any outstanding amount that you owe​ to ICBC or the provincial government, including violation tickets, penalty point premiums and any Autoplan debt. Unpaid debt could affect your ability to renew or upgrade your licence. If you have outstanding debt with us, please call Account Services (604-661-2723 or 1-800-665-6442) prior to booking an appointment. For more information about when we refuse to issue a licence, please see the relevant section of the Motor Vehicle Act.

ICBC-operated driver licensing offices open their doors to the public at 9 a.m. on Wednesdays, except for the Metrotown location, which opens at 10 a.m. Service BC centres and driver licensing agents are not affected at this time. F​ind your nearest driver licensing office for location-specific information about business hours.

Can't find an appointment?

Excluding knowledge tests, we may at times be able to serve walk-in customers without appointments. At all ICBC driver licensing offices (not Service BC centres or driver licensing agents), you can walk in during our normal office hours. However, depending on how busy the office is, you might not get served that day or you may have to wait for an extended time.

Please note that appointments are required for knowledge tests.
