Electric wheelchairs and mobility scooters
Electric wheelchairs and mobility scooters are regulated devices that help people with mobility issues.
Requirements
Electric wheelchairs and mobility scooters must be:
Designed and manufactured to transport people who have limited mobility because of a permanent or temporary disability that makes it impossible or difficult to walk
Designed to be solely self-propelled or self-propelled with the capability to be propelled by human power
Equipped with an electric motor that can propel the device at a speed not exceeding 25 km/h on a clean, paved and level surface
When operating an electric wheelchair or mobility scooter, follow the same rules as a pedestrian. This means you can use them on sidewalks but not in places where pedestrians are not allowed, such as bike lanes.
If operating an electric wheelchair or mobility scooter on a public road, pay extra attention and be aware of other road users.
Rules and regulations
ICBC does not register, license or insure electric wheelchairs or mobility scooters.
Electric wheelchairs and mobility scooters are regulated under the Motor Vehicle Act. Local governments may set bylaws allowing or restricting use on multi-use paths or trails. Check with your local government to know the rules.
As of June 2024, people operating an electric wheelchair or mobility scooter have protection under B.C.'s new vulnerable road user law, which requires drivers to always drive safely and give space when passing.
