Mopeds and scooters

Most mopeds and street-legal scooters, if under a certain size, are classified as limited-speed motorcycles (LSMs). If they exceed o​r do not comply with the definition as listed below, you will likely require a motorcycle licence to operate them.​

Limited-speed motorcycle definition

  • Has a motor equipped with a piston displacement of not more than 50 cc, or a power source that produces a maximum of 1.5 kW

  • Does not require clutching or shifting after the drive system is engaged

  • Has a maximum speed on level ground of 70 km/h 

  • Has a maximum weight of 95 kilograms, exluding fuel and batteries

  • Must have wheels with a diameter of 254 mm or more

Rules for using limited-speed motorcycles 

LSM's must be registered, licensed and insured for road use.

You can ride one if you have a full-privilege Class 5 or 7 passenger vehicle licence (except learner's licence). A motorcycle licence is not required but you must always wear a helmet.

You're also subject to the same rights and duties as the driver of a motor vehicle.

Road or highway use may be restricted, depending on the speed of your limited-speed motorcycle. For more information, please contact your local police. 

Different rules for electric bikes

Limited-speed motorcycles look a lot like some electric bikes (also known as motor-assisted cycles). However, their operating rules aren't the same.
