You have a Class 7 licence and you're under 25

What’s changing in the future

No second road test to exit the GLP!  

Instead, you’ll be eligible to apply for a Driving Record Assessment and upgrade to a Class 5 licence with restrictions after 24 months of safe driving — or 18 months, if you’ve completed an approved GLP course during the learner phase.

If you take but do not complete an approved GLP course, you'll still need 24 months of safe driving.

Once meet the Driving Record Assessment criteria, you can apply for a Driving Record Assessment to upgrade to a Class 5 licence with restrictions. You’ll need to visit your nearest driver licensing office, either by appointment or as a walk-in customer.    

  • Starting October 19, 2026, if you’re booking an appointment online for an ICBC driver licensing office (not a Service BC location or driver licensing agent), please select the “Driving Record Assessment” service type.  

  • You can upgrade your existing licence as soon as you're eligible ($17) or wait until closer to the licence's expiry date ($75). It’s up to you.

Once you've upgraded to a Class 5 licence, be aware that:

  • You will have a new restriction (55) applied to your licence, requiring zero blood alcohol and zero blood drug content while driving. It expires after 12 months.

    • If you get a prohibition or suspension before that date, the 12-month restriction period restarts from the date your licence is reinstated.

  • The expiry date for this restriction will be shown on the back of your driver’s licence.

  • The restriction expires automatically. No additional action is required.

What’s staying the same 

You’ll need 24 months of driving with no driving prohibitions or suspensions — or 18 months, if you’ve completed an approved GLP course — before you can upgrade your licence. 

While driving with your Class 7 licence, you’ll still need to display the N sign.  

You cannot drive with alcohol or drugs in your blood, and you cannot use a phone or other electronic device at any time.

You can still only drive with one passenger, unless all passengers are immediate family or you’re accompanied by a supervisor who is over 25 and holds a valid Class 1–5 licence. They must sit beside you in the front passenger seat.

  • Starting October 19, 2026, the minimum age of your supervisor lowers to 22 years old.

  • The supervisor must have their own Class 5 licence (without the restriction requiring zero blood alcohol and zero blood drug content while driving) and be legally able to drive.
